Measuring progress towards the SDGs requires applying monitoring tools that capture meaningful data in order to inform policy-making. Since global and national indicators can mask sub-national deviations, monitoring data must also reflect the realities of the territories so that public policies effectively respond to local needs. This is only possible if efforts are connected horizontally, and through local-regional-national integration and multi-stakeholder participation.
